Item Access to Prison Law Libraries as a Precursor to Effective Administration of Justice in Nigeria(International Journal of Legal Information, 2018-01-01) Bamgbose, O.J.Item Accessing government information in Africa through the Right to Know(IFLA, 2015-07-20) Bamgbose, O.J.; Etim, I.A.From the provisions of African Charter, Resolution 167 XLVI of the 48th Ordinary Session of the African Union and most recently, Lyon Declaration of about 512 signatories, Africa has demonstrated its resolve to avail public information accessible to its citizens, being the bed rock of accountability, good governance and transparency in governance. Hitherto, public information were shrouded in official secrecy and impenetrable bureaucratic difficulties that denied access to public records. Besides the Model Law on Access to Information in Africa, one quarter of countries in Africa have enacted the law to guarantee easy access to public information not in the prohibition list. This study employed the use of content analysis of the African Model Law, various national laws as well as various judicial authorities on the provisions of the law on freedom of access to government information. The study revealed unprecedented opportunity of access to public information including legal information and legislative data. Also, despite a handful of judicial decisions validating the obligation on the part of the government to make disclosure in this regard, regrettably, the law has not been fully utilized by Africans. This study further underscored the role of the library in the post 2015 SDG era to transcend mere provision of information to its information seekers. Rather, the library’s mandates include, empowering its patrons to be able to access public information including legislative data even beyond the walls of the library. Libraries could therefore organise outreaches, exhibition and public awareness activities. Interpretation and repackaging of the law in easy to read expression will also be essential. Mobile Apps and other IT compliant models in line with the Lyon declaration can all be championed by librarians while the library itself as a corporate organisation can seek information request which would be useful for its clients.Item An Assessment of Use of Electronic Resources by Undergraduates in a Nigerian University of Technology:(2019-06-01) Ogunmodede, T. A.; Fasola, O.S.; Oyetola, S.O.; Sobalaje, A.J.Library information resources, most especially electronic resources, must be used if the goal of setting up academic library is to be realised. The primary aim of this paper is to investigate the assessment of availability and use of eresources by undergraduates in Nigeria. This study was carried out at LadokeAkintola University of Technology (LAUTECH), Ogbomoso among the undergraduates. Data was collected by the distributing a questionnaire to users of the library, those whose visited the library during a particular period. The study was exploratory in nature and employed descriptive survey to determine undergraduates’ assessment of e-resources, reasons for use, extent of use and factors hindering the use of e-resources by the students. Results revealed that e-resources in LAUTECH were effective, the students use elibrary resources for researches and to do assignment. The study also revealed that the extent of use of electronic was low. The study recommends that the university management should come out with workable measures aimed at reducing the cost of internet browsing and provide functional network to facilitate students access to and use of e-resources on regular basis.Item Availability and utilization of school library resources by students in selected secondary schools in Isokam Local Government, Osun State, Nigeria.(Library Philosophy and Practice (e-journal), 2023-07-01) Fakunle, Sunday MorakinyoThis study investigates the availability and utili sation of school library resources by secondary school students in five selected secondary schools in Isokan local government area of Osun state, Nigeria. The main objective of this study was to assess availability, purpose and frequency of, as well as constraints and strategies to improve use of school library resources by students of secondary schools in Isokan. Local Government, Osun State, Nigeria. Simple random sampling with proportionate to sample was used to select 2.5% respondents from each selected school to make a sample size of 228 respondents. The study employed descriptive survey research design and used the method to collect quantitative data. Data was collected by using the structured questionnaire. It looks at how librarians having embraced the blogging technology have used it not only to promote themselves but to also promote the activities of their affiliate organizations. The attitude of librarians to ownership and operation of weblogs was also examined. It aims at investigating Librarians’ awareness of weblogs, their attitudes to weblog and the benefits accruable to the individual and the library in weblog operations. The descriptive survey research method was used with questionnaire questions drawn up in line with the objectives of the study. A hundred questionnaires were distributed to Librarians in Oyo State, Nigeria out of which ninety eight were returned. Data gathered was analyzed using the frequency count and simple percentages. Conclusions were then drawn from the analyzed data and recommendations made on how librarians can and should exploit the benefits of weblogs and blogging to advance librarianship.Item Cataloguing in an automated library: policy options for libraries in developing countries(2011) Fabunmi, B.A.The tremendous growth of information and its utilization has led to the emergence and use of Information and Communication Technology (ICT) in libraries. The use of ICT is obvious in the information handling process. The introduction of automation in cataloguing has opened up a new era of information processing in libraries. While many libraries in developed countries have embraced automated cataloguing, only few libraries embraced this technology in developing countries. The art of cataloguing is in a state of constant dynamic change due to advancement in ICT. The capabilities of automation are causing changes in the tools used by cataloguers. Catalogues are being computerised all over the world to facilitate better access points and multidimensional searches in the library holdings. As result of these, this article gives an exploration of cataloguing in the library before the advent of automation as well as cataloguing in an automated age. It also attempts to discuss cataloguers’ roles in an automated library and also the prospects of cataloguing in an automated library. There are many policy implications which should be given due considerations as the library materials are being processed electronically. The paper therefore suggests that the library management needs to be pro-active rather than reactive, ensure relevant training and re-training of cataloguers on the use of these modern tools in cataloguing by sending cataloguing staff to attend conferences, seminars and workshops in order to update their knowledge and maintain awareness of current trends in cataloguing, maintenance of the infrastructure, patrons education, among others.Item Challenges and perceptions in the use of ICT in student assessments during the Covid-19 Pandemic(University of Zululand, 2021-12-10) AJAGBE Sunday Adeola; ADESINA Ademola O.; ILUPEJU Oluwafisayomi A.; THANH Le Thi; THANH Dang N. H.As part of the government's reaction to the covid-19 pandemic, educational institutions were suddenly closed to prevent the virus from spreading further. This has raised concerns about the global consequences of disrupted academic sessions. To ensure educational continuity, ICT (e-learning) has been implemented in universities all over the world. It is common knowledge that electronic learning eventually leads to electronic testing. E-examinations aim to remove limitations and provide answers to several questions that arise during pen- on-paper examinations. As a result, higher education institutions around the world should accept it. This study looked at how students and lecturers perceived the use of electronic examinations in universities during the pandemic. The data was collected using a descriptive survey research methodology and a structured questionnaire as the data collection instrument. Most respondents appeared to be familiar with ICT, According to the study’s findings. Furthermore, most of the respondents tended to have favorable perception of e-examination as a platform for academic assessments in universities, according to the results. On the negative hand, poor internet access, unreliable power supply, unsupported educational policies, fear of examination malpractices, and insufficient technical infrastructure to support e-examination are all major obstacles.Item Challenges and Prospects of Virtual Libraries in Universities in Nigeria(European Journal of Scientific Research, 2009) Fabunmi, B.A.The challenges and the prospects of virtual library in a university system constitute the focus of this paper. Most university libraries in Nigeria are in deplorable conditions due to inadequate funding. This manifests in libraries having few current books, journals, and other reading resources; staff shortages; deterioration of facilities; inadequate equipment and even library buildings. Such situations are not conducive environment for reading. The virtual library project has the capability of resolving this problem. In this period of information explosion, there is the need for university libraries in Nigeria to use appropriate technology to access the world information in order to enable Universities carry out their traditional functions of teaching, research and public service effectively and efficiently.Item Cloud hosting of KOHA and DSPACE for effective and efficient library services in Nigerian academic libraries(MiddleBelt Journal of Library and Information Science, 2022-11-18) Oyadeyi, Adekunle Emmanuel; Fasola, Omobolanle SeriCloud computing provides a library with cost-effective and dependable technological facilities and computing machines to support the library in carrying out its function of information dissemination and preservation. This transformation has had a favourable impact on many aspects of library operations and services. The automation of library operations and services, as well as the digitalization of information resources, are key parts of library operations and services. Nigerian libraries are investing heavily in order to meet the information demands of the twenty-first century in line with what obtains in Western climes. A functional Online Public Access Catalogue (OPAC) and interactive institutional repository should be the final product of every automation and digitization project in libraries. This does not appear to be the case in Nigerian libraries. Unreliable software, erratic power supply, low Internet bandwidth, lack of experienced personnel, systems failure, poor administrative support, inadequate staff training, and poor technical infrastructure are just some of the challenges that Nigerian libraries face in achieving a full and successful automation and digitization process that will aid in the effective and efficient service delivery. As a result, this paper looks at two open source software that are widely used in Nigerian libraries for automating library operations and services, as well as developing institutional repositories and propose a practical and cost-effective strategy using cloud computing which is the distribution of computing services via the Internet (the cloud), including servers, storage, databases, networking, software, analytics, and intelligence, in order to provide faster innovation, more flexible resources, and economies of scale.. Recommendations are then made for how Nigerian libraries can take advantage of cloud computing's benefits to overcome certain persisting hurdles and accomplish a successful automation and digitalization process for better delivery of library servicesItem Deviant behaviour among users of academic libraries: a study of twoacademic libraries in Oyo State, Nigeria(Library Philosophy and Practice (e-journal), 2019-05-01) Fasola, O.S.; Oyadeyi, Adekunle EmmanuelThis study focused on deviant behaviour engaged in by library users in the course of their interaction with the library systems of Ajayi Crowther University and Emmanuel Alayande College of Education, Oyo, Oyo State-Nigeria. The study investigated the kinds and causes of deviant behaviour as well as the measures put in place to drastically reduce or eliminate these behaviour by the patrons of the libraries under investigation. The sample consisted of 50 library staff and 200 library users. Questionnaire was used as instrument of data collection while percentage count and tables frequencies were used for the analysis and presentation of data. It was revealed from the study findings that theft, mutilation, impersonation, and defacement of information materials were the most commonly committed deviant behaviour; while factors like poverty, laziness, natural instinct and poor reading culture were responsible for the deviant behaviour. The study therefore recommends that libraries, especially academic libraries put in place effective and efficient library security network, do frequent library orientation and information literacy for new and old users from time to time. There should also be provision of free library guides as some short and long-term measures that could help reduce the rate of deviant behaviour among library users.Item Digitization of Library Resources: Challenges and Implications For Policy and Planning(International Journal of African & African American Studies, 2006-07) Fabunmi, B.A.; Paris, M.; Fabunmi, M.This paper examines the concept of digitization, it’s purposes and the process of digitization of library resources. The cognitive flexibility, relational communication and non-verbal immediacy communication theories were used for illustration. It also discusses the challenges often encountered during digitization and the implications for planning and policy. Digitization implies conversion of documents and art works into digital images. Digital images here mean electronic copies of documents. Digitization is a process in which materials are converted from the hard copies to electronic copies. The major purposes of digitalization are: to enhance access and improve preservation of library materials. A number of challenges are encountered in the process of digitizing library materials. These challenges include human and technical problems, which have implications for planning and policy. It was concluded that digitization is an essential task in modern day libraries, because of the current challenges, and the need to go digital, that is, provide online services.Item Education and Training of Library and Information Professionals for National Integration and Development(Information Impact, 2018-01-01) Obot, I.N.; Bamgbose, O.J.The study investigated education and training of Library and Information Professionals for national integration and development in tertiary institutions in Akwa Ibom and Cross River States of Nigeria. It sought to investigate education and its relationship with national integration and development. Survey design was used for the study. The hypothesis was tested using the Pearson Product Moment Correlation statistical technique and the relationship was established to be significant at 0.05 level. The results of data analysis showed a high positive correlation (0.61) between education of information professionals and national integration and development. The study concluded that education of information professionals was a strong determinant of national integration and development. The paper recommends among other things that government and stakeholders must rise to the challenge of supporting the education and training of information professionals so as to foster national integration and development through the custody and dissemination of information materials by educated and trained information specialists.Item Evaluation of References in Dissertations and Theses against the Holdings in a University Library(2010-02) Omoba, F.A.; Fabunmi, B.A.The evaluation of university library collections must include quantitative as well as qualitative measures. This research seeks to demonstrate a relationship between quantitative and qualitative evaluation of Kenneth Dike Library collection in the sciences. It is hypothesized that, as a result of this relationship, the larger the collection, the more likely it is that it can support PhD research in the sciences.Item Examining the Legality of Call Interception Regulation in NIgeria(The Gravitas Review of Business and Property Law, 2017-09-01) Bamgbose, O.J.; Omidiji, T.; Oladele, A.Item Geo-political zoning and workers’ earnings in Nigeria(2013) Fabunmi, B.A.The study sought to investigate disparities in earnings across the geo- political zone. Data were collected using the 2005 Labour Market Survey of the National Manpower Board covering 19,888 Nigerian workers: 2,297 in the North-East; 2,967 in the North-West; 3,714 in the North-Central; 3,448 in the South-East; 3,088 in the South-South; and 4,374 in the South-West. Sectors of employment were grouped into private and public across the six national geo-political zones. The research question raised was answered using descriptive statistics, while the null hypothesis formulated was tested using One-way Analysis of Variance (ANOVA) and Scheffe Post hoc analyses were used to test for differences among the different geo-political zones. The sole hypothesis was tested at the 0.05 level of significance. The results indicated that there is a big difference between private sector and public sector mean in all the geo-political zones. This implies that public sector pays higher than private sector in all the six geo-political zones. Also the hypothesis tested showed a significant difference in workers’ earnings across the geo-political zones (R=0.03, F (5, 19,882) =4.693, p< 0.05). These accounted for 3.4% of the variance in workers’ earnings. The study established that workers’ earnings differed across the six geo-political zones in Nigeria; and also provided evidence of disparity in earnings. This important finding gives the anecdotal evidence and general perception of such disparities. It also gave us insight into the differences in earnings on account of geo-political zones which are being referred to as the native abilities of workers, thus providing evidence of variation in earnings in the six geo-political zones in Nigeria. Hence, the advocacy for policy and programmes for closing the disparity gaps.Item ICT Use, Cognitive Style and Job Motivation as Determinants of Workers' Creativity in Newspaper Industries(American Research Institute for Policy Development, 2014-03-01) Oso, O.O.; Ifijeh, G.Workers’ creativity has become a subject of both theoretical and empirical discourse in recent times. This study investigated creativity among workers in Newspaper houses. The study sought to find out the effects of ICT use, cognitive styles and motivation on workers creativity. A total of 699 workers in newspaper houses in Nigeria were chosen as the study population. Data was gathered using questionnaire as the instrument. 400 questionnaires were administered and 393 were returned and used for the study. The study found out that the use of ICTs (referring generally to computers, videos, hardware, software, and networks) positively influences workers creativity in the newspaper industries. It also revealed that ‘learning new ways to think’ as a cognitive style was ranked highest in influencing workers creativity (Mean=4.20). The study further revealed that the current use of incentive motivation influences workers job performance in relation to their levels of creativity in media houses. The result of the joint effect of independent variables (ICT Use, Cotgnitive Styles and Motivation) on creativity was significant (F(3,389) = 94.588; R = .649, R2 = .422, Adj. R2 = .417; P < .05). About 42% of the variation was accounted for by the independent variables. The study therefore recommends adequate motivation, provision of ICT facilities and encouragement of good cognitive styles as ways through which workers creativity could be improved.Item Influence of Personal and Occupational Stressors on Job Performance of Library Staff in Private Universities in Oyo State - Nigeria(Brazilian Journal of Information Science: Research trends, Vol. 16, 2022-06-16) Oyadeyi, Adekunle Emmanuel; Fasola, O.S.; Oladokun, T.A.The study investigated the influence of personal and occupational stressors on job performance of library staff in private universities in Oyo State, Nigeria. A survey research method was adopted in the conduct of this study. The population of the study includes all library staff in private universities in Oyo State, Nigeria using total enumeration sampling technique. Questionnaire was the major instrument used for data collection. The data collected was analyzed using table of frequency, percentage counts and mean analysis. The study’s findings revealed a significant correlation between personal stress, job stress and job performance. According to the findings, underachieving, financial problem, resentment, job insecurity, relationship and health issues are stress stimulants that contribute to personal stress among library personnel in private universities in Oyo State. While disrespect from library users, poor working conditions, working overtime, work overload, and using personal resources to work constitute major occupational stressors for library staff. These stressors are significantly correlated with absenteeism, low productivity, resignation, lateness, sleeplessness and alcoholismItem The information needs and information seeking behaviour among the students of Ondo State university of science and technology, Okitipupa(International Journal of Digital Library Services, 2014-03-01) Oyadeyi, Adekunle EmmanuelThe study investigated the information needs and information seeking behaviour among the students of Ondo State University of Science and Technology, Okitipupa, Nigeria. The sample consisted of 89 students selected from the four existing Departments in their first year (100 Level) and third year (300 Level) of study. However, questionnaire was used to gather relevant data while percentage count and frequencies were used for the presentation and analysis of data. The findings revealed that course work and assignment, examination and Text, General reading, Seminars and Workshops were factors that influence students’ information seeking behavior. The findings further revealed that Internet, Lecture Notes, Test Books, and Handout were the preferred and most used information sources. While complexity and lack of basic understanding of academic database were the major problems associated with the students’ information seeking process in the library. Hence, the study concluded that it would be appropriate for the undergraduate students to take advantage of the services provided by the library to enhance their information seeking behavior in this ever dynamic information technology driven era and recommended that the library should organize user education/workshop at the beginning of every semester or session for all categories of students.Item Information Needs of People Living with HIV/AIDS in Ibadan Metropolis(Journal of Education and Practice, 2014-01-01) Bamgbose, O.J.; Oyesola, O.O.It is no longer news that the horrific grip of HIV/AIDS has claimed more lives than those killed in world wars one and two. In Nigeria, a developing economy with high prevalence of HIV/AIDS, cases of HIV/AIDS have been reported in all the 36 states of the federation including the Federal Capital Territory, Abuja. This research sought out to enumerate the varying information needs of these special people positively living with HIV.In other to achieve this objective, fifty Persons Living With HIV/AIDS ( PLWHA) responded to the questionnaire designed to reveal their information needs across nine different local government areas in Ibadan, Nigeria with the view to know their information sources and the barriers inhibiting access to HIV/AIDS information.However, the findings revealed that relevant information which should meet the varying needs of PLWHA are not available due to poverty, non involvement of the positive people at HIV/AIDS- related programmes, including the selection of HIV/AIDS information, stigmatization and discrimination often faced by PLWHA . While 62% of the respondents consulted the media, 62% turned to Churches and Mosques where the clergies were scarcely trained in HIV/AIDS related activities. Other sources of information were hardly consulted.It is recommended that religious leaders can be a very good channel in reaching out to PLWHA if trained as peer educators. PLWHA should be included in the various selection committees not to only provide relevant information, but also to give sense of belonging in meeting their psychological needs. NGOs on HIV/AIDS-information dissemination should be encouraged as well.
